enabling innovation through policy

ABOUT US

Innovation outpaces law. Law fails to understand innovation. Innovation remains apprehensive of law. The cycle repeats.

At Consilium, we break this cycle - we help policy-makers develop enabling regulatory frameworks, and policy-shapers navigate complex ones.

Consilium is an advisory firm based in the UAE that advises throughout the lifecycle of policy in the innovation sector.

Our clients sit on both sides of the policy table. Some are writing the rules, some are living by them. Most are trying to do both at once.

FOUNDER //

PRINCIPAL POLICY STRATEGIST

FOUNDER'S STORY

Ankita Dhawan is a technology lawyer and regulatory strategist based in Dubai. She has a decade of experience at the intersection of innovation and public policy.

She has advised governments and companies across South Asia, Middle East, Southeast Asia, Central Asia and Africa, working at every stage of the policy lifecycle. For governments, she has drafted legislations, built special zones and developed sandboxes. She was a Member of the Drafting Committee for the Commonwealth Model Law on Stablecoins, and led the drafting of the Commonwealth Model Law on Virtual Assets. She is also a member of the Tech Experts Committee at the Asian International Arbitration Centre in Malaysia.

She has also advised some of the world's largest technology companies, including the world's virtual assets service providers, payment service providers, app-stores, platforms for e-commerce, ride-sharing and delivery, among others, on regulatory strategy, licensing, product launches and commercial positioning. She regularly advises on regulatory frameworks of Abu Dhabi Global Market (ADGM), Dubai’s Virtual Assets Regulatory Authority (VARA), the Dubai International Financial Centre (DIFC), among others. She began her career at Google, where she worked on AdWords policy enforcement.

Across all she does, her view is simple: regulation isn't a cage, it's the foundation. To businesses hesitant about the future, her advice is to stop fearing the rulebook and start authoring it. To governments navigating technological change, her counsel is the same — don't brace for the impact, harness the momentum.

At Consilium, she is Founder and Chief Policy Strategist — though her working title, more accurately, is Chief Everything Officer. She is an analyst, a strategist, and — most importantly — a learner. She speaks English, Hindi, German, and Punjabi and is currently learning Arabic.

Whether she is decoding a new regulatory framework or a new dialect, Ankita is always working on the gap between where the world is and where it is going next.
